Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a analysis published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the performance of the PVV.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
